In 2025–2026, migration law in Ukraine represents two opposing flows, each requiring qualified legal assistance.

The first is the emigration of Ukrainians. Over 5.5 million Ukrainian citizens currently reside abroad. Temporary protection status within the EU is gradually transitioning into permanent legal residency. The second is immigration to Ukraine. According to the State Employment Service, 7,483 work permits were issued to foreign nationals in 2025—half of the pre-war volume despite a critical domestic labor shortage. Currently, 75% of Ukrainian businesses are unable to fill vacant positions. Foreign nationals—primarily from India, Pakistan, Bangladesh, and Central Asian countries—are filling vacancies in construction, logistics, agriculture, and manufacturing. Concurrently, the legal framework for their legalization remains complex and volatile: between 2024 and 2026 alone, the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons” No. 3773-VI underwent several major revisions, with the latest set to enter into force on July 1, 2026.
